1. Policy Overview

This Acceptable Use Policy ("AUP") governs all use of the Sovereign network, proxy gateways, Web Unlocker scraping APIs, and management endpoints. Sovereign is engineered exclusively for lawful commercial data aggregation, price intelligence, advertising verification, and academic research.

2. Permitted Commercial Use Cases

Users in good standing with verified credentials may utilize Sovereign exits for:

Public web data extraction and search engine result parsing (SERP).
E-commerce pricing intelligence and competitor inventory monitoring.
Digital advertisement verification and fraud mitigation.
Brand protection, trademark monitoring, and counterfeit detection.
Cybersecurity vulnerability management and authorized threat intelligence.
Localization and geo-targeting quality assurance.

3. Strictly Prohibited Activities (Zero Tolerance)

Under no circumstances may the Sovereign network be utilized for:

Cyber Attacks & Intrusion

Distributed Denial of Service (DDoS), port scanning, vulnerability fuzzing, exploit payloads, or SQL injection.

Account Takeover & Fraud

Credential stuffing, brute-forcing login forms, carding, automated checkout abuse, or financial fraud.

Critical Infrastructure Probing

Accessing military, governmental (.gov/.mil), banking backends, or Cloud Metadata services (169.254.169.254).

Malware & Spam Distribution

Command and control (C2) communication, phishing domains, ransomware propagation, or bulk unsolicited email.

4. Automated Enforcement & Gateway Filters

Sovereign implements fail-closed egress enforcement directly at the gateway layer (Anti-SSRF guard based on Smokescreen architecture). Any request targeted at private RFC 1918 subnets, loopback addresses, or known governmental endpoints is dropped immediately with HTTP 403 Forbidden. Repeated violation attempts trigger automatic account quarantine without refund.

5. Incident Reporting & Cooperation
